Manzoor Hassan Balghari, the Executive Chef at Top Deal Party Services, was awarded the Judges’ Choice Inspiring Chef of the Year at the prestigious Middle East Chef Excellence Awards 2025, held on June 2nd at Address Sky View, Dubai. This accolade celebrates Chef Balghari's significant contributions and inspirational leadership within the culinary industry.
With a distinguished career spanning over a decade, Chef Balghari is an experienced culinary professional renowned for his expertise in catering, cooking, food preparation, and hospitality operations. His extensive background includes serving as a Managing Partner at Top Deal Party Services since January 2020, and concurrently as a Sales Marketing Manager and Executive Chef with Top Deals since December 2017 in Dubai, UAE. He has also been a freelance World Chefs Culinary Judge since September 2015, showcasing his deep knowledge and commitment to culinary standards across the United Arab Emirates.
Before his current roles, Chef Balghari held the position of Outlet Manager at Wokinaki from May 2015 to January 2020, where he was instrumental in overseeing operations, maintaining strict hygiene standards, managing inventory, and developing staff. His responsibilities included conducting taste panels, ensuring timely attendance of associates, and maintaining a safe working environment. He strictly enforced a "Clean as you go" policy across all food production areas, ensuring cleanliness and hygiene in all back areas. He also managed schedules for all kitchen areas and facilitated cross-training and development for food production employees. Earlier in his career, he served as a Head Chef at Panifico in Dubai DIFC from December 2013 to March 2015, further solidifying his diverse experience in the culinary field. His multifaceted experience and dedication to fostering culinary talent truly make him an inspiring figure in the Middle Eastern culinary landscape.
